Letter to the Speaker of the Home of Representatives and President of the Senate on Prohibiting Sure Imports, Exports, and New Funding with Respect to Continued Russian Federation Aggression

Pursuant to the Worldwide Emergency Financial Powers Act (50 U.S.C. 1701 et seq.), the Nationwide Emergencies Act (50 U.S.C. 1601 et seq.), and part 301 of title 3, United States Code, I hereby report that I’ve issued an Government Order so as to take further steps with respect to the nationwide emergency declared in Government Order 14024 of April 15, 2021, with respect to the weird and extraordinary risk to the nationwide safety, overseas coverage, and economic system of the USA posed by specified dangerous overseas actions of the Authorities of the Russian Federation. 

The order prohibits the next:  (i) the importation into the USA of the next merchandise of Russian Federation origin: fish, seafood, and preparations thereof; alcoholic drinks; non-industrial diamonds; and some other merchandise of Russian Federation origin as could also be decided by the Secretary of the Treasury, in session with the Secretary of State and the Secretary of Commerce; (ii) the exportation, reexportation, sale, or provide, immediately or not directly, from the USA, or by a United States individual, wherever situated, of luxurious items, and some other gadgets as could also be decided by the Secretary of Commerce, in session with the Secretary of State and the Secretary of the Treasury, to any individual situated within the Russian Federation; (iii) new funding in any sector of the Russian Federation economic system as could also be decided by the Secretary of the Treasury, in session with the Secretary of State, by a United States individual, wherever situated; (iv) the exportation, reexportation, sale, or provide, immediately or not directly, from the USA, or by a United States individual, wherever situated, of U.S. dollar-denominated banknotes to the Authorities of the Russian Federation or any individual situated within the Russian Federation; and (v) any approval, financing, facilitation, or assure by a United States individual, wherever situated, of a transaction by a overseas individual the place the transaction by that overseas individual can be prohibited by this part if carried out by a United States individual or inside the USA.
